Donald W. McIntosh, Jr

PSM - President & CEO

As President and CEO, Don has been a significant force behind the firm’s growth and success for over four decades.  Don has an extensive background in all phases of site development and regulatory approvals.  He has been a leader in the strategy, planning, implementation and acquisition of hundreds of development approvals for projects of all sizes and types and has provided oversight of the firm’s survey, design and permitting efforts in 40 Florida counties, 4 water management districts, 3 regional planning councils and numerous federal, state and local regulatory agencies.


A graduate of Florida State University in Tallahassee, Florida, Don has been a professional surveyor and mapper since 1978 and has managed the day-to-day operations of the firm since 1982, when he took the reins of the company from his father and founder of the company, Donald W. McIntosh, Sr., and built the firm into the Central Florida industry leader that it is today.

John M. Florio

P.E. - Executive Vice President

John’s comprehensive experience in all facets of design and development including roadway design, water and wastewater systems, drainage, storm water and floodplain management, residential and commercial development, construction contract administration and engineering management give him a broad perspective on civil engineering and land development in Central Florida.  John has also been heavily involved with the creation, funding, implementation and operation of many Community Development Districts in the Greater Orlando region and is the firm’s District Engineer for several districts.  His carefully balanced combination of friendliness and tenacity has provided a history of success in guiding projects to the finish line, making John a valuable asset to any project team.


Graduating with a degree in civil engineering from the University of Central Florida in Orlando, Florida, John has a reputation for providing solutions to our clients for the inevitable challenges that occur between land acquisition and project completion.

Jeffrey J. Newton

P.E. - Senior Vice President

Jeff’s vast experience as both a land developer and an engineering consultant has provided him with a unique perspective on the various nuances of land development.  He has over 30 years of experience in the design, permitting and construction of a wide range of projects that include residential, retail, office and industrial developments ranging in size from small retail parcels to large tracts containing thousands of acres of land.  His land development experience brings with it a deeper understanding of his clients’ needs and goals.  Jeff has played a key role in the establishment and funding of multiple Community Development Districts and currently serves as the firm’s District Engineer for several districts.  He has also provided eminent domain support and expert witness services in judicial proceedings.


Jeff earned a bachelor’s degree in mechanical engineering from The Johns Hopkins University in Baltimore, Maryland and has designed and permitted land development projects in 8 states, having held professional licenses in 5 states.

Scott E. Grossman

PSM - Senior Vice President / Survey Director

With over 30 years of industry experience and exceptional logistical focus, Scott ensures quality and timely product delivery to our firm’s valued clients.  Having joined DWMA in the early 1980s, Scott oversees the preparation of boundary, topographic and as-built surveys, right-of-way mapping, legal description preparation, and vertical and horizontal control monumentation for numerous city, county and state road projects as well as countless private sector clients.  He is responsible for keeping the firm’s survey department on the cutting edge of advancements in survey technologies and equipment, beginning in the “old days” of transits and theodolites and moving into the world of total stations, GPS and drone technology.  In addition to ensuring exceptional consistent service and production, Scott’s responsibilities also include managing the office and field personnel and the management of individual survey projects from initial client coordination to the delivery of the final product.

John T. Townsend

P.E. - Senior Vice President

John (also known as JT) joined the firm in 1993 after obtaining his master’s degree and has grown with the company, continuing to develop his engineering talent with the design and permitting of numerous commercial, residential and institutional projects, including the design of roadways, storm water collection and management systems, sewage collection and transmission systems and water distribution systems, as well as cost estimating and construction phase services.  John has, with great enthusiasm, designed and permitted projects in nearly every Central Florida county and city over the past 25 years and has been able to successfully guide complicated projects from initial conception through land entitlements, design, permitting and final construction. 


John obtained both his bachelor’s and master’s degrees in civil engineering from the University of Alabama in Tuscaloosa, Alabama.

Kirby L. White

P.E. - Senior Vice President

Kirby has over 30 years of extensive experience with all facets of development visioning and assessing client needs which includes the design, production and permitting of plans and specifications for commercial and residential land development projects, including the design of roadways, water supply systems, wastewater collection and transmission systems, drainage systems and stormwater and floodplain management facilities.  Over the past 20 years, Kirby has designed, permitted and witnessed much of the development of the nationally recognized Lake Nona community in southeast Orlando.  His experience in construction contract administration and engineering management reinforce the foundation of Kirby’s skill set.  Kirby’s success in regulatory permitting is a clear result of his deeply held philosophy of collaboration between clients, government agencies and work teams. 


With a bachelor’s degree in civil engineering technology from Southern Technical Institute in Marietta, Georgia, Kirby entered the land development field in 1982, joining DWMA in 1986.

Janet B. Hatch

Vice President / Chief of Staff

Janet joined the firm in 1979 and has actively and successfully managed the administrative operations of the growing company throughout economic shifts, adaptation to new technologies and adjustments to fluctuating regulatory climates.  Janet has been an effective and potent integral member of the firm’s management and an invaluable resource to both our clients and our staff.


Janet earned a bachelor’s degree in business administration from Florida Southern College in Lakeland, Florida.

Greg Naugle

Senior Vice President / Chief Financial Officer

Greg joined the firm in 2009 and leads the company’s financial operations.  With an expansive professional background in areas such as public accounting, entrepreneurial startups, SEC reporting, commercial construction and residential development, he applies a broad perspective of knowledge to his role servicing clients, financial markets and guiding the firm’s operation. Greg’s depth of knowledge and his wise application of financial management principles benefit the firm, our clients and the market as well.  His conservative, precise and insightful fiscal practices have kept the company on solid financial footing even through the most difficult economic conditions.


Greg earned dual bachelor’s degrees in accounting and finance from the University of Central Florida in Orlando, Florida.
